Is it right that other tax payer should pay for others leaky home

I think it unfair that the other tax payers pay tax for others leaky homes. When people buying the houses they should do research about material its made of and how NZ weather could affect it. When they buying house they totally responsible for it and it should not be others problem if their house leak!
